What is CityNucleus

A Unified Digital Intelligence Architecture
Built for Scalability, Intelligence and the Future AI City

CityNucleus is a modular Smart City solution suite designed to bring together the technologies required to see, understand, integrate, visualise and operate a modern city. Rather than treating video management, video analytics, data platforms, digital visualisation and technology monitoring as separate systems, CityNucleus brings these capabilities together within a coordinated digital architecture.

At the front end, CityNucleus VMS manages the city's video infrastructure, providing the foundation for video monitoring, recording, playback, events and evidence management. CityNucleus VAP builds on this foundation by applying AI and video analytics to transform video streams into structured intelligence, identifying objects, activities, incidents and other events that can be acted upon or analysed further.

At the centre of the architecture sits ADIB and ADAM, providing the information, integration, data management and analytics foundation for the wider Smart City ecosystem. ADIB enables information to move between different systems and data sources without creating a complex web of individual point-to-point integrations, while ADAM provides the governed data environment required to consolidate, manage and analyse information as a Single Source of Truth.

This central data foundation can bring together information from CCTV and video analytics alongside traffic systems, IoT sensors, environmental monitoring, public infrastructure, operational applications and external data sources. The resulting information can then be presented through CityNucleus Digital Twin, providing a spatial and visual representation of the city, its assets, events and operational conditions.

Supporting the overall ecosystem, eG Enterprise provides visibility across the underlying technology environment, monitoring applications, databases, servers, networks and other infrastructure across multiple vendors and technologies.

Smart City programmes involve substantial long-term investment in cameras, sensors, connectivity, applications, infrastructure and digital platforms. The challenge is therefore not simply to deploy technology that meets today's requirements, but to establish an architecture that can continue to evolve as the city expands, new technologies emerge and new intelligence requirements arise.

CityNucleus is designed around this principle of scalability, modularity and future readiness. New cameras, sensors, applications, agencies, data sources and technology platforms can be incorporated into the ecosystem without requiring the entire architecture to be redesigned. At the centre, ADIB and ADAM provide an enduring data foundation through which new information can be connected, governed, consolidated and made available for analytics and decision-making.

This becomes increasingly important as cities progress from monitoring what is happening towards understanding what is likely to happen next. Data accumulated within the platform can be used to develop analytical and predictive models that help city operators anticipate conditions and respond earlier.

For example, traffic information can be combined with vehicle speeds, road occupancy, queue conditions, historical patterns, incidents, weather, events and other relevant factors to develop models for forecasting congestion. Similarly, environmental and sensor information can support flood monitoring and alerting, with the same architectural foundation capable of supporting additional models as new requirements emerge.

Future applications could include landslide risk prediction, falling-tree or vegetation hazards, road obstruction detection, accident hotspot analysis, crowd build-up, infrastructure deterioration and other Smart City use cases. These capabilities can be introduced progressively as data becomes available and modelling requirements mature.

Together, these capabilities establish a continuous natural evolution from:
Capture → Analyse → Integrate → Consolidate → Predict → Visualise → Monitor → Operate → Evolve (AI-Assisted Decision Making)

The long-term objective is therefore not simply to deploy a Smart City platform, but to establish a digital foundation that can continuously absorb new data, technologies and intelligence capabilities. Over time, this foundation can support advanced analytics, predictive modelling, machine learning and Generative AI applications—helping the city progress from a conventional Smart City towards an AI City.

CityNucleus Video Monitoring System (VMS)

Turning Thousands of Cameras into One Manageable Video Environment

A Smart City can generate an enormous volume of video from cameras deployed across roads, public spaces, facilities and other strategic locations. Without a robust Video Management System, this rapidly becomes difficult to manage, search, operate and integrate.

CityNucleus VMS provides the central video management layer between the city's CCTV infrastructure and its operational applications.

The architecture receives video streams from distributed cameras through the city's secure communication network and provides centralized management, recording, monitoring, event handling and access to live and recorded video. The proposed architecture separates video acquisition, management, recording and operational/integration functions into logical layers, allowing the platform to scale across multiple sites while maintaining resilience.

More importantly, the VMS is not designed as an isolated CCTV system.

It provides an integration foundation for:

  • CCTV cameras and other video devices

  • Video analytics platforms

  • Command and control applications

  • Incident management

  • Digital Twin visualization

  • Data and analytics platforms

  • Future third-party applications and devices

An open and integration-friendly architecture is particularly important for a Smart City because technology will evolve throughout the life of the city. The proposed VMS architecture is designed to support multi-vendor devices and future integrations rather than locking the city into a single technology ecosystem.

In simple terms: CityNucleus VMS manages the city's eyes.

CityNucleus Video Analytics Platform (VAP)

Transforming Video into Actionable Intelligence

CCTV provides visibility. Video Analytics provides understanding.

CityNucleus VAP is the intelligent video analytics layer that analyses live and recorded video and converts visual information into structured events, metadata and alerts.

Instead of requiring operators to continuously watch hundreds or thousands of camera feeds, AI-powered analytics can automatically identify events and objects of interest and generate actionable information for the operations centre.

Depending on the city's requirements, analytics can support capabilities such as:

  • Intrusion and perimeter detection

  • Object and vehicle classification

  • Crowd and traffic monitoring

  • Vehicle and licence-plate recognition

  • Face recognition

  • Behavioural and situational analytics

  • Incident detection

  • Object attribute analysis

  • Other AI models developed for future Smart City requirements

The architecture separates the high-density analytics processing layer from the central management and services layer. This enables the analytics environment to scale as camera numbers and analytical workloads increase.

Importantly, CityNucleus VAP does not need to duplicate the city's entire video archive. Video remains managed by the VMS while the analytics platform generates structured metadata, alarms and events that can be passed to operational systems and the data platform. This separation improves efficiency while allowing video intelligence to become part of the broader Smart City data ecosystem.

In simple terms: CityNucleus VAP turns the city's eyes into intelligence.

Agnostic Data & Information Broker (A.D.I.B.) and Agnostic Data Analytics Management Platform (A.D.A.M.)

The Data Foundation of the Smart City

The most important layer in a Smart City is often not the most visible one.

A city may have CCTV, traffic systems, environmental sensors, IoT devices, public safety systems, applications and multiple departmental databases  but if these systems remain isolated, the city still lacks a unified understanding of what is happening.

This is where ADIB and ADAM become central to CityNucleus.

ADIB — Agnostic Data and Information Broker provides the data exchange and integration foundation, enabling information to move between different systems, applications and data sources without creating a web of point-to-point integrations.

ADAM — Agnostic Data Analytics Management Platform provides the broader data and analytics foundation, bringing data together into a governed environment where it can be standardized, managed, analysed and transformed into actionable intelligence.

The underlying architecture is designed around the concept of a Single Source of Truth. Data from video analytics, traffic systems, sensors, environmental systems, external agencies and other sources can be brought together, standardized and governed. The technical proposal specifically positions the data platform as the central operational intelligence platform for the Smart City.

Why a Single Source of Truth Matters
The Foundation for AI City

Without a common data foundation, different systems can produce different versions of the same reality. Vehicle counts may differ between systems. Incident records may use different formats. Location and timestamp information may not align. Every new application may also require another integration.

With a Single Source of Truth:

  • Data is standardized and governed.

  • Information can be reused across multiple applications.

  • Different domains can be correlated.

  • Historical information is retained for analysis.

  • Dashboards and KPIs can be generated from trusted data.

  • New systems can connect through a common integration layer.

  • Point-to-point integration complexity is reduced.

The architecture therefore changes the Smart City from a collection of disconnected systems into a data-driven ecosystem.

The platform is also designed to support real-time processing, historical analysis, predictive modelling, analytics and AI. The technical proposal demonstrates this through use cases such as flood monitoring and traffic congestion prediction, while also emphasizing that the underlying platform is general-purpose and can support additional use cases without fundamental architectural change.

This is particularly important for the transition from Smart City to AI City.

Generative AI, Machine Learning and other AI capabilities are only as reliable as the data behind them. Establishing a trusted, governed and continuously updated data foundation from the beginning makes it possible to introduce AI capabilities progressively without having to rebuild the city's data architecture later.

ADIB and ADAM therefore form the data foundation upon which the next generation of AI-enabled city services can be built.

CityNucleus Digital Twin

A Living Digital Representation of the City

Traditional command centres often rely on a collection of dashboards, maps, charts and individual applications. A Digital Twin brings these different information sources together into a spatial environment that is easier for operators and decision-makers to understand.

CityNucleus Digital Twin provides a three-dimensional, data-driven representation of the city in which physical assets, locations, events and operational information can be connected to their corresponding digital representations.

Our CityNucleus Digital Twin architecture is designed to integrate data through APIs and SDKs, allowing third-party systems and municipal applications to feed information into the digital environment. Data can then be bound to corresponding 3D assets so that operational events can be represented spatially.

For example, when an event is generated by a camera or other Smart City system, the corresponding location and asset can be highlighted within the Digital Twin. Operators can move from a high-level view of the city into progressively more detailed views of specific areas, facilities or assets.

The Digital Twin can therefore provide:

  • 3D city visualization

  • GIS-based spatial awareness

  • Real-time operational information

  • Asset-level visualization

  • Event and incident visualization

  • Integration with Smart City data sources

  • API and SDK-based integration

  • Macro-to-micro navigation

  • Visualization of data generated by AI and IoT systems

The result is a single spatial operating environment where operators can understand not only what is happening, but also where it is happening and what assets or areas are affected.

In simple terms: CityNucleus Digital Twin gives the city a living digital view of itself.

eG Enterprise

Single Pane of Glass View of the Entire Smart City Technology Ecosystem Performance

A Smart City is rarely built using technology from one vendor.

There may be different vendors for CCTV, networks, servers, databases, applications, virtualization, storage, cloud services, IoT platforms and operational systems. Each component may appear healthy when viewed independently while the overall service is experiencing a problem.

This is where eG Enterprise becomes an important part of CityNucleus.

eG Enterprise provides a holistic performance monitoring layer across the technology ecosystem, correlating information from multiple vendors, multiple applications, multiple hardware platforms and multiple device types. The solution supports more than 700 technology stacks out-of-the-box.

Instead of asking:

"Which vendor is responsible?"

the focus becomes:

"Where is the actual problem?"

By correlating performance information across the technology stack, eG can help pinpoint the source of an issue rather than simply reporting symptoms.

For example, an application may appear slow. The actual cause could be a database, virtual machine, server, storage subsystem, network connection or another underlying dependency. A correlated monitoring approach allows the operations team to investigate the complete chain instead of relying on individual vendor monitoring tools.

This has a significant operational benefit.

Less finger-pointing. Faster diagnosis. Faster resolution. Lower operational cost.

For a Smart City operating critical services 24/7, this can translate into less downtime, faster incident resolution and more efficient use of technical resources.

CityNucleus therefore does not only monitor what the city is doing. It also helps monitor whether the technology infrastructure that enables the city is performing as it should.

CityNucleus - Secured Investment

Building the Foundation Today for the City of Tomorrow

A Smart City is not a single technology project. It is a long-term digital transformation journey involving significant investment in cameras, sensors, networks, applications, infrastructure, data platforms and operational capabilities. The architecture chosen today must therefore be capable of supporting not only today's requirements, but also the technologies, data volumes and intelligence requirements that will emerge years into the future. CityNucleus is designed with this principle at its core.

Its modular architecture allows cities to progressively build their digital capabilities rather than attempting to implement everything at once. New cameras can be added to the VMS. New AI models can be introduced into the VAP. New systems, agencies and data sources can be connected through ADIB. New datasets and analytical models can be incorporated into ADAM. New assets, events and operational information can be visualised through the Digital Twin, while eG Enterprise provides continuous visibility across the technology ecosystem.

Most importantly, the data foundation becomes an enduring digital asset for the city.

As more information is accumulated and governed within ADIB and ADAM, the city gains an increasingly comprehensive understanding of its own operations. Historical information can be combined with real-time data to identify patterns, develop predictive models and support more informed decisions. Over time, this creates the foundation for increasingly sophisticated applications from traffic and flood prediction to new AI models addressing emerging urban challenges.

From Smart City to AI City
Beyond City Nucleus

The next stage of Smart City evolution is not simply having more sensors or more dashboards. It is creating a city where data can be understood, intelligence can be generated and decisions can be supported or accelerated by AI.

This is where CityNucleus can be further differentiated through our Artificial Intelligence Digital Assistant (A.I.D.A.)

AIDA can sit on top of the governed data and analytics foundation provided by ADAM, giving decision-makers a natural-language interface to the city's information and intelligence. Instead of requiring an operator, executive or city official to navigate multiple dashboards and systems to find an answer, AIDA can provide a more intuitive way to interact with information through conversational AI. AIDA is an enterprise-grade AI Digital Assistant capable of working with organisational knowledge, structured data and analytics, with text and voice interaction.

For a Smart City, this creates an important additional layer.

A city executive could ask:

“What are the major traffic incidents happening now?”

AIDA could retrieve and summarise relevant information from the city's data environment.

An operations manager could ask:

“Which areas are experiencing abnormal congestion and what is the likely impact over the next hour?”

The response could combine current conditions, historical information and predictive models to provide a concise operational view.

A city officer could ask:

“Show me the areas currently under flood alert and explain why.”

Instead of searching through multiple systems, the user could receive an AI-generated explanation based on the underlying data, alerts and analytical models.

The long-term opportunity goes beyond answering questions. AIDA's capabilities can extend towards agentic AI, where AI can interact with enterprise systems, trigger workflows, generate reports, monitor thresholds and initiate actions subject to appropriate permissions and governance.

In this model, CityNucleus becomes more than a Smart City monitoring and analytics platform. It becomes part of the foundation for an AI-enabled operating model for the city.

CityNucleus forms an important part of Omnitech's broader Smart City and AI City capability. Beyond the software platform, a successful Smart City also requires the physical and digital infrastructure that allows these technologies to operate reliably at scale.

Omnitech can complement CityNucleus with Smart Pole Infrastructure, Network & Connectivity Solutions, Data Centre Solutions, Cyber Security, IoT Solutions and Integrated Operations & Command Centre Design, together with Smart City and AI City consulting and advisory services.

This broader capability allows the journey to extend from strategy and architecture through technology implementation, integration and operations. It also reflects a fundamental principle i.e. a Smart City should not be designed as a collection of disconnected technology projects, but as an integrated ecosystem where people, process, technology and data work together.

The ultimate objective is not simply to build a city that can see what is happening. It is to build a city that can understand what is happening, anticipate what may happen next, help decision-makers determine what should be done, and increasingly use AI to assist in taking action.

CityNucleus — See the city. Understand the city. Predict the city. Operate the city. Build the digital foundation today for the AI City of tomorrow.
